Spain Joins NATO’s PURL Program to Buy U.S. Weapons for Ukraine

Madrid has not yet disclosed the amount or equipment it will fund under the scheme.

Overview

  • Prime Minister Pedro Sánchez announced the move in Brussels, saying he had informed Volodymyr Zelensky of Spain’s decision to participate.
  • The PURL mechanism lets allies finance purchases of U.S. arms, including from U.S. stockpiles in Europe, after Washington curtailed free transfers.
  • Spain has not specified its funding level or the systems it will buy, while it continues separate bilateral aid that Spanish media report at roughly $1 billion a year.
  • Zelensky said Spain and Finland have joined, noted Finland’s €100 million pledge, and cited about $2.5 billion mobilized so far with four U.S. packages financed by six allies and a new $200 million from Norway.
  • The announcement follows repeated criticism from President Donald Trump over Spain’s defense spending, which Sánchez countered by calling Spain a reliable NATO partner.
