Pentagon Begins Drawdown of Federalized Guard in Portland and Chicago

The move follows court rulings that left the deployments stalled pending appeals over the president’s Title 10 authority.

Overview

  • About 200 California Guard members in Portland and 200 Texas Guard members in the Chicago area will return to their home states, according to U.S. defense officials.
  • Roughly 300 Illinois National Guard soldiers will remain under federal control, while Oregon’s federalized contingent is being reduced from about 200 to 100.
  • U.S. Northern Command said it is “rightsizing” the Title 10 footprint in Portland, Los Angeles and Chicago to maintain a long-term presence even as it sends out-of-state contingents home.
  • A federal judge in Oregon issued a 106-page ruling finding no lawful basis to federalize troops for Portland, and the administration has appealed as the Supreme Court seeks further briefing in the Chicago case.
  • The federalized units never conducted street operations because of court orders, and local reporting says Homeland Security has closed its Chicago command center as some federal agents redeploy.
