- President Luiz Inácio Lula da Silva sanctioned Law No. 15.294 establishing the PRESIQ program and published the text with vetoes in the Diário Oficial da União.
- PRESIQ offers two modalities of financial credits: up to 6% on eligible chemical input purchases for industrial operations and up to 3% of gross revenue for investment projects, capped by the investment amount.
- The program sets annual ceilings of R$3 billion from 2027 to 2031, with R$2.5 billion for the industrial modality and R$500 million for investment projects, and it permits authorization of credits for use in later years for multi‑year projects.
- Vetoes removed expansions to the REIQ regime, PIS/Cofins rate cuts, and automatic company habilitation on grounds of missing fiscal‑impact estimates and inconsistency with the Fiscal Responsibility Law.
- Credits will offset IRPJ and CSLL and will be excluded from the tax base of other levies, including the future CBS and IBS, and the law includes contrapartidas such as allocations to research, sustainability measures, and job maintenance.
