Overview
- Abdul Jalloh has been charged with second-degree murder in the February 23 stabbing of 41-year-old Stephanie Minter and is being held without bond at the Fairfax County Adult Detention Center.
- DHS says Jalloh entered the U.S. illegally in 2012 and has more than 30 prior arrests; ICE lodged a detainer following his latest arrest and notes a prior 2020 detainer and final order of removal.
- Fairfax prosecutors say many earlier cases did not proceed because victims, often people with no fixed address, declined to participate, though Jalloh was convicted of malicious wounding in 2023.
- Fairfax County Sheriff’s Office policy requires a judicial warrant to hold someone beyond a scheduled release and says ICE has been notified of Jalloh’s location and could act if a release is ordered.
- Homeland Security officials are publicly urging Virginia to notify ICE before any release as Governor Abigail Spanberger recently ended formal state cooperation agreements with ICE.
