Davis-Monthan Airman, Spouse Indicted in $11 Million Military Medical Device Fraud

Agents executed a Jan. 15 search that recovered luxury vehicles tied to the case.

  • A federal grand jury on Feb. 11 returned a 12-count indictment charging Staff Sgt. Richard Stefon Ramroop and his spouse, Manuel George Madrid, with conspiracy, wire fraud and money laundering.
  • Court filings allege that from January 2022 through 2025 Ramroop used his Davis-Monthan pharmacy role to order DoD-funded medical devices, steal them and resell them, with surveillance footage documenting removals.
  • Prosecutors report that deposits linked to the scheme exceeded $11 million, while diverted purchases cost the Department of Defense more than $3 million.
  • Investigators say proceeds financed a $1 million Tucson home and luxury cars, including a 2024 Porsche Cayenne and a BMW i7, with the vehicles and other items seized during a Jan. 15 search.
  • IRS Criminal Investigation, the Air Force Office of Special Investigations and a Homeland Security task force led the probe, and the defendants face statutory maximums of up to 20 years on wire fraud counts, up to 10 years for money laundering and up to 5 years for theft-conspiracy if convicted.
